There is an mp3 file, conditionally, when the volume is set to 100, it is 100 decibels, but I need this file to be 50 decibels when the volume is set to 100. How to do it?

Download audacity (it's a simple audio editor). Open the track in it that you need to change and reduce the volume of the track by -6db. Export to mp3 and that's it.
