How to log into Skype without a phone number?

In Microsoft over the past 2 years, it has become very problematic to log in without a phone. At the same time, I would not want to buy a new sim card specifically for the advertisement offered after authorization :)
This is the story with my last account.
About a year ago, having received a new login on hotmail.com (also without a phone, which would not be easy in itself), I managed to log in to Skype (on a desktop) without a phone, including on new Skype installations.
Now, for some reason, the login on the old installation is working, and on the other computer, as usual, it ran into the requirement to enter a phone number. And, as usual, they do not directly say this, but after 2-3 dialogue windows they do not provide any other choice. About 3-5 months ago there was no such problem with this login.
How to solve this issue? (Needed on a desktop with support for video calls and without a phone number.)
1. No way, ie. after a certain period they require a phone?
2. In the best case, is it possible to create a new login (is it possible now? nothing has changed?)
3. In a pinch, is there another service with video calls and without a phone (?)
As far as I know, other services (Vatsap, Telegram) too require a phone. Is it required now in Google Hangouts? And does it work?

I registered on Skype a long time ago, so the fact that now entering a phone number has become inevitable is an unpleasant surprise for me. And it may help you that Skype has more than one version. It is clear that you exclude android / apple - well, try to arrange an account for yourself via Skype online , or Linux, or the one that is loaded via Windows Store . There is a chance that your e-mail will be enough for these versions, and then you can use the received login-password in the usual desktop Skype on Windows.

No, not all. There is a video messenger Tox , where you can register without having a mobile phone. Unlike Skype, there is no central server and traffic encryption is not opened by specialists, it has pretty good video and sound quality, there is file transfer, but there is no desktop display (instead of transferring static screenshots).
