How to log into a remote computer?

Hello! I had a problem at work, before everything worked. There is a server with a program (maybe someone knows the program "Case" accounting for outgoing and incoming mail). To work on it remotely within the same local network, you need to log in through a browser using an external IP address. All of this has stopped working lately. The pings are coming. The server has an outgoing static IP. Firewall off, no antivirus. Where else do you need to dig to make it work. I think some services may be stopped? Thanks in advance for your replies

Are the ports open? Does the program listen to them? Can you get through with Telnet?
