How to log in if I deleted the only account?

Disabled all entries, guest, admin and default, deleted the only account (do not ask why). He doesn’t let me into the system, but the users remained, i.e., they require me to enter a password from the user that I leaked. Through smd I turn on the admin account and after a reboot it turns off, no, even the command does not seem to be running. Tried to create a user and put it in admins and that too is ignored after a reboot.
Created a user in this way (via shift and off the system):
net user NewUser /add
net localgroup Administrators NewUser /add
Turned on the admin like this:
net user Administrator /active:yes
There were no errors, when checking users and admin status (on / off) all was ok

How do I log in now?
I do not want to demolish Windows. (Most likely it will be necessary, but just wondering how you can solve the problem).

The most popular way is to boot from a live sd and replace Utilman.exe with CMD.exe
Something like

copy D:\Windows\System32\cmd.exe D:\Windows\System32\Utilman.exe

As a result, when loading by clicking the "accessibility" button, not a native utility will be called, but a command line with admin rights.

the admin record cannot be deleted, use the toolkit to restore it from the saucer, chntpw for example.
