How to listen to microcontroller port?

Good day!
It is necessary to listen to port 10001 of the microcontroller (receives radio signals and spits them out in real time) connected to the PC via ethernet. The listened to should be further thrown into a file / written to the database.
Tried via telnet on W10 but got a strange stream resembling an encoding issue.
What are the implementation tools?
