How to listen and respond to packets with PHP for MCPE?

I tried many different types of code to listen on port 19132 and it did not work to use sockets for the MCPE game, but it only worked for the site and therefore the question arises that I did not find on the Internet - How do I listen on port 19132, get the packet ID (for example 0 * e0 ), output this identifier to the console, respond to this packet, and how can I do it?
I'm using PHP CLI and need code that doesn't interact with .phar and works on .php without composer.
