How to limit wifi speed for ip?

A mount point has now been created on the laptop using the netsh command. The network is already running, now the goal is to set a speed limit for all ip by default, and for the elite - the ability to remove it or increase the threshold.
How to implement this, preferably through the standard console or powershell. I'd really appreciate any advice and would be grateful.

I don’t know how it is with windows, but on a Linux gateway everything is solved through several networks and virtual ap, tc and iptables.
