How to limit wi-fi speed for all devices except some?

There is a TP-Link 940n router. Now the maximum internet speed is 40 mb/s, I need to limit the speed for all devices to 30 but leave the maximum speed for some devices. Can this be done?

I won’t say, I haven’t seen SOHO for a long time, but there seemed to be an “IP QoS” section in the tlinks, although clients will have to distribute a static IP.
For good, take something from the MikroTik cAP category, everything plows beautifully there.

On native firmware, you can only configure traffic prioritization by QoS, but not the connection speed.
Flash openwrt/lede, install wshaper and luci-app-wshaper packages
