Oh, these time controls ... in my time, the only and very good controller that helped so much was a batin belt, which I advise you too: the child was guilty and does not cope with his obligations - no gadgets at all and a belt for asshole; studies normally, does not throw out tricks - well, why then limit it?

Use a trouser belt.
I'm serious! The child essentially sent you and your educational actions into three letters. This is not solved by software methods. It should not even occur to him to do something on your computer without your knowledge.

But no way. Just physically pick up a computer or some important component.
Or administrative.
If the child is not small, then there is no point in somehow limiting

If the child received the user password "Administrator" in Windiws - change this password, install the time control program you like.
If the child has learned to reset the password of the "Administrator" user, only a physical restriction will work (take away the power/video/keyboard/mouse wires, or lock the computer in a "safe"/garage, take it with you).
Or - to do the same lost upbringing of the child. Did you punish him for removing programs?

Did your child delete your software? As punishment, take to hell with all his toys.
