How to fix an error in installing windows 10 when entering a key?

Hello, I downloaded both assemblies and clean images of windows 10 and the same thing happens everywhere: when you enter the key at the end of the installation, it says that the account is disabled, contact the system administrator (although I didn’t create anything) and you can’t log in. When the Internet is turned off, it simply reboots the system. (If you press the enter key later, it just reboots the PC, and just reboots it all the time)
