How to limit the speed of the Internet on the side of the router?

Hi all! Maybe I wrote in the wrong place, but I don't know where else.

In general, I bought a router from the operator today. Put. And I noticed one unpleasant feature.

For some reason, although the router can distribute to 10 people, for some reason it works on the principle of "who managed to eat it." That is, if I connect first, then I will get all the speed (1-2 mb/s) and the rest will get somewhere around 60 kbs/s. And this is understandably very bad. I would like to ask if you can somehow disable this behavior and make a balancer so that everyone gets a balanced network speed. (There is an extra phone with the ability to work as a repeater... Maybe you can somehow turn it into a balancer)

Either QoS as written above, or look for a balancer in the interface. but I'm sure that your router from the operator does not know how. For the future, it is better to buy a norm router, and not from a provider
