How to limit the speed for a specific plugin in an application?

Hi all!
One plug-in in the application downloads traffic and does not manage to set the transfer speed for it. It eats up 80% of the Internet speed, but I can’t delete it.
Specifically: Abobe CC Libraries synchronization.
How to configure the bandwidth settings specifically for the plugin? Maybe he uses a specific port and somehow limit it, but how is this done?
