How to limit the number of threads created depending on the CPU load on the server?

How to stop the creation of new threads in Threads Group if the load of the target server has reached 60% cpu?
To monitor the server I use the plugin "[email protected] - PerfMon Metrics Collector"
Jmeter version: 2.13

Not exactly what I was looking for, but there is an AutoStop plugin.
Allows you to stop the test under the following conditions:

1. Average response time over N seconds exceeded the specified value
   
2. The average latency on a request for N seconds exceeded the specified value
   
3. The percentage of query errors for N seconds exceeded the specified percentage
