How to limit the number of foreignKey?

On stupid I certainly can consider each time kol-in foreignkey in the table for the separate user, but it each time superfluous request.
Is there a more elegant way to limit the number of such links?
Let's say I want to assign a maximum of 15 keys to the "User" field
