How to limit sending to postfix?

What or how can I set limits for sending via relays in postfix.
Task:
1) limiting per second
2) limiting specifically smtp not a domain
something like this
postfix / myrelay.ru
[email protected] - 1 email per minute
[email protected] - 5 emails per minute
[email protected] domen.ru - 1 letter per minute
3) when quotas are exceeded - queuing - not rejection
Considered this postfwd - everything is fine but rejection.
Can someone tell me the manuals on the network, I rummaged through the floor of the Internet, where I can’t figure out where it’s wrong.
