How to limit outgoing requests on the server?

I encountered such a problem that due to the peculiarities of the telegram api and the local component of its server, sometimes situations arise in which the server duplicates the outgoing request, and therefore the user receives several identical messages in the bot. Can you please tell me how I can restrict (prohibit sending the same packets for a certain time?)

You can spend a lot of time and money to make such a system on a netfilter, you can probably spend an hour and just fix your shit code
