Is it possible to limit the speed on the client side or only on the server side?
What principle is used for this?
mixed traffic: udp, tcp
Suggest a way to limit the Internet speed to 8 kilobytes / s for all clients?

Shaping is much easier on the server side. The question does not relate directly to openvpn, the methods are approximately the same for any data transfer and are solved by setting up not a vpn server, but the OS network stack.
