How to limit internet speed for devices connected to hotspot?

I turn on the access point on the phone and three devices are connected to it (2 phones and 1 laptop).

How can I limit the speed of the Internet for specific devices (perhaps this can be done by mac-address as well as the function of blocking connected devices)?

Of these devices, my laptop has windows 10 and linux mint on it (I don’t need the high speed of the Internet for it, so I don’t need to use it to limit it), it’s possible to limit it with the help of Windows. The phone has root rights, android - 5.1. and there is also termux (I think there might be something useful in it)
