How to limit a channel for a user?
There is a server from it goes gigabit to the switch, from the switch go gigabit to clients. If the client downloads a large file from the server, then it eats up the entire channel and the rest are indignant. Is it possible to cut the channel so that the user cannot occupy it above 80% and how?

Question - if some kind of proxy between the server and clients, for example, a simple squid will cut traffic without problems, you can put pfsense, the settings are simple and there is a web muzzle.

It is possible without a proxy, using iptables on the server

PS And what is the server on and what is its role? What is on it?
If this traffic is not HTTP \ HTTPS, then install a router in the gap and do QoS on it (possible in bridge mode). Implementable on mikrotik, Kerio, pFsense and on bicycles.
Otherwise, use a proxy.
