How to license windows server 2016?

Colleagues, good afternoon.
I can not find the answer to this question:
There is a server with two processors of 10 cores.
If I put ESXi on it, I deploy two windows server 2016 in it, and allocate 8 cores to them.
Will a standard license for 16 cores be enough for me? (minimum)
Because of the licensing terms, I have to license all the physical cores on the host. What about virtual machines?

so call Moscow to the toll-free number of Melkosoft and clarify this question, they will answer politely, there were also troubles with licenses after a call to them, all doubts disappeared.

Yes, that would be the right one. From what I found - the host operating system does not change the licensing policy. That is, according to the licensing rules for win server 2016, you need to buy licenses for all cores. Since one license covers two cores, that's 10 licenses.
