How to license CALs for Windows Server 2019 Standard?

Good afternoon. The box with the Windows Server 2019 Standard license key contains an A5 sheet with the number of available licenses and two empty columns USERS and DEVICES . I need 5 simultaneous RDP sessions on the server.
So you need to prescribe 5 USERS?
And how to activate these 5 CAL licenses?
Should this sheet be scanned and sent somewhere?

You don't need to write or scan anything...
You need to buy Windows Server CAL - 5pcs (most likely Per User) and Windows Server RDS CAL - 5pcs (also Per User).
Regular licenses are not added anywhere, and RDS CALs are activated in the RDS license server
