How to Legally Get Visual Studio with MSDN for Custom Development

What opportunities does he have to get legal Visual Studio with MSDN to work?

But there are two questions here. to which I could not find an answer.

a) Can an individual entrepreneur buy them (after all, an individual entrepreneur is not formally a legal entity)? There is no direct yes or no direct answer anywhere.

b) Can I buy one license of Visual Studio with MSDN through the Open program?
Here in the Volume Licensing Program Comparison -> General Provisions section, it is indicated that the entry threshold for the Open program is “5 licenses. For some products ( Visual Studio with MSDN , SBS with 5 CALs, etc.) one license is enough.”
But this is the only place where I found such a mention. In all others, it is repeated like a mantra that the Open program is from 5 licenses.

On the Open License, I talked with several sellers.
1. From the point of view of Microsoft IP is equated to jur. persons, that is, can buy these licenses.
2. Visual Studio with MSDN can be purchased under the Open License from one license. This is indicated by the word Qualified in the official name of the purchase: Microsoft Visual Studio Pro w/MSDN All Lng Software Assurance OPEN 1 License No Level Qualified.

enough to buy any 4 products along with Visual Studio to be given their OL ID (or whatever it is called). The trick is that you can buy 4 codecs for a media player and that will be enough. I did it myself (the seller advised me to do just that).
