How to legally formalize the activity on "Creation and monetization of mobile applications"?

Good evening The
question is purely legal
Introductory:

  1. There is a remote workflow for creating mobile applications
  2. There is a working business model for purchasing traffic (bourgeois) for these extensions and their subsequent monetization (bourgeois networks)
Problem:
- Since the model has shown its viability and is already making a good profit, it became necessary to finish all these "games" with a remote team, because the processes are not going as fast as we would like, so having an "offline" team is vital (here not only developers, but also analysts and managers).
But I don’t want to just form an LLC because of all this bureaucracy, which I don’t want to spend my precious time on yet (like any startupper in the early stages, there is where to spend it)
For now, there are the following points that I don’t know how to deal with to enter:
- the whole team is located in Russia, BUT there is a nuance that we work only with bourgeois (mainly Europe) traffic, and money moves daily to different countries (we buy traffic from several networks, and monetize extensions also through bourgeois networks (so far 7 pcs. ), mostly all European). Having registered officially, you will have to pay all VAT + income taxes, and all this will have to be included in the cost of 1 install + some grids do not work officially, which will not allow you to conduct any kind of document flow with them.
There was such an idea, to issue an IP, for the development of something or, BUT then it turns out our activity with the purchase of a ton of traffic and the sale of the same ton of traffic with the expansion will no longer be legal.
And how to do it in general in this case, or tell me where to find a lawyer who not only served 5 years at the law school for "made in the USSR" textbooks, but who also understands the legal regulation of the Internet space?
