How to learn to make a beautiful adaptive layout?

So I learned and got some experience and now I can write some kind of, but a full-fledged site that even works and does not fall and more or less performs its functions. But there is a problem, the layout and design comes out so terrible and crooked that it hurts and is embarrassing to look at. What to study or read in order to learn how to typeset beautifully and not at the level of "I am a boss"?

not everyone is able to be a designer,
many are incapable
if what you do is terrible and you understand it, then most likely you don’t have artistic and design talent
. the way out is to stupidly copy ready-made styles
