Main:
1. Complete understanding and awareness of what you are reading (and the desire to learn!).
2. Structuring and allocation of control "points of entry" to the process of information processing with a step-by-step schedule.
3. Periodic use of acquired knowledge (practice).
Important:
1. You do not need to learn everything in a row and completely misunderstanding the material.
2. You do not need to learn something that you will not use in the near future.
3. No need to try to understand the material when there is no concentration.
4. Don't neglect using Google and creating short notes in difficult to understand places.
PS: this is not interesting to anyone, but I will write about my implementation of notes: I create HTML, "stitch" my js-any and run index.html from the desktop locally in the style of my local note / wiki on the topic I need, edit the content - in regular notepad++.

To remember information, it needs to be used, and not just stored in the head.

If we are talking about passing the exam, then only preparing cheat sheets on your own works well - in this case, they will not be needed. If we are talking about real learning a new skill for the purpose of its real application - only practice, but you can’t fit it in a short time.
