How to layout a website on a small screen?

I need to layout the page, but the resolution of my monitor is smaller than the size of the layout in PSD, respectively, and the sizes / paddings will be different. How to deal with it? Maybe there is some kind of "magic button" that will change the size of the layout?

You make up for all monitors, not only for your own. so it doesn't matter. If the page is fixed-width, then you should just have a scrollbar, larger monitors won't have it.
If rubber layout, then it should apply to your monitor.
And in the developer tools there is an opportunity to emulate different screen resolutions (in chrome and firefox it definitely is).
