You can try to make another campaign targeting the whole world. Put there only keys with the name of the city / region / district. Is the city unique?
Plus run ads in Adwords.
If, in principle, there is little traffic in your GEO, then you need to look for other ways to advertise. You can’t squeeze more traffic from direct from scratch.
