How to launch TOR browser?

If you set the option that the TOR browser is prohibited in the country, then as I understand it, it offers some encryption algorithms, but it does not start, it starts in normal mode, but this is not reliably said. How to start or what else to do? It just hangs halfway through the launch and that's it.
Also, if it is important then 4G from Beeline router.
