How to create a local http proxy that sends data to tor socks5 on Windows?

The system has TOR installed, the Windows operating system. By default, work with TOR is carried out through port 9150 using the socks5 protocol. You need to set up a third-party application through Tor, but the application only works with an http proxy.
How to create an http proxy and redirect it to TOR on Windows?
After searching, I found out that there is a polipo application (+ graphical interface - solipo) through which you can configure an http proxy that works with TOR, but for some reason support has been stopped and the repository has been deleted. polipo used to come with TOR by default a few years ago, but it's gone now. I installed the old distribution kit with sourceforge - http proxy is configured, but the traffic then goes locally. I don’t understand why there are such difficulties and why it was necessary to remove polipo and the ability to work with tor as with an http proxy?
If someone knows / understands this, please write.
