How to launch one file when launched by another (Bundle)?

There was an idea of writing some kind of Exploit for a file that does not have access to the Internet.
That is, the concept:
1. The deceiver launches the application launcher file (for example, .exe format)
2. This launches the jar file-exploit, which erases the source code at a certain time
. I know that the idea has not been fully developed. For example, what if, after all, they sent money to the seller, and the exploit still works at the specified time. But still, is it possible to do this? Or will you also have to write your own launcher, in the source of which you already enter the exploit launch?
