How to keep IP addressing on Amazon?

According to the documentation docs.aws.amazon.com/AWSEC2/latest/UserGuide/using-... when virtual machines are stopped, their Public IP / Public DNS may change.

We release the public IP address for your instance when it's stopped or terminated.

As a result, old links will remain in Route53 and projects on EC2 will partially stop working.
The simplest solution is to issue Elastic IP to all virtual machines. But on the other hand, I don’t want to spend IP on test virtual machines.

Is there a solution to this problem?
Without ordering Elastic IP, avoid changing IP addressing when restarting virtual machines, for example?

Using a public or elastic IP address $0.01 per GB

In any case, traffic is paid through the external interface.

No, you can just change the IP in the route through api53
