How to issue your bank card?

We are developing a payment service for paying in stores, institutions with cryptocurrency.
We plan to issue a bank card with the possibility of replenishment in ether, and in our own tokens. Analogue cryptopay.me
Another interesting case is the old Yandex money cards. They were issued through Tinkoff Bank. As I understand it, Yandex did not need to be a bank for this.
There are a number of questions:

  1. What legal status do you need to have to issue your card?
  2. Perhaps there are some standards that our servers must comply with?
  3. Through which bank (or not a bank) is it better to issue a card?

If completely independently:
Cards can also be issued by a non-bank organization (for example, independent banking processing works and in general most banks in the Russian Federation do not issue cards on their own), however, you need to conclude an agreement with a bank that will hold your special accounts for cash transactions cards.. (according to the legislation of the Russian Federation, a regular bank account cannot be used for this)
you will also need an agreement with the Ministry of Railways (most likely they seem to be more loyal with MasterCard for such things)
You must also comply with PCI DSS and have the appropriate software (certified under this same pcidss) for this whole thing.
This is all sooooo worthless money

It is necessary to hire a lawyer / consultant in this area who knows how to do this.
Well, or stomp your feet at the bank and ask about such cooperation.
I would bet that no one will launch such an enterprise, at least because the cryptocurrency. And only then for a million other reasons that maybe even could be solved.

In Russia, no way. Cryptocurrency is not a means of payment. Dot.
Although, if you find a bank that agrees to accept crypto as a security for operations (because the crypto is still property), it agrees to bear the risks of fluctuations in the crypto rate and settle issues with Mr. Law - you are welcome. As Alexander Aksentiev
