How to issue addresses from multiple subnets in WinServer 2012?

There is a DHCP server on the above OS. There are three VLANs, three subnets on the server. DHCP relay is configured on the switch.
there was a problem - in one of subnets all addresses came to an end.
Is it possible somehow for one VLAN to issue addresses from two subnets at once?

In general, the problem was solved.
Before - DHCP/192.168.16.1-192.168.16.250, mask 255.255.255.0
Now - 192.168.16.1-192.168.19.250, mask 255.255.252.0

You can give it away, but how will someone who received an IP from another network get into this "other network"?
Or you connect users on a trunk?
I think you need to either change the mask, or separate users by department, into different vlans
