How to issue a self-signed extended certificate?

An EV feature is a specific OID included in a certificate's application policy. Wikipedia states that these OIDs are unique to each public CA that issues EV certificates and should therefore be hard-coded into the browser code in association with the CA name.
Well, as a result, it seems impossible for me to release a self-signed EV. That is, you can of course enable OID, but none of the browsers will display it in green.
