How to invert PS/2 mouse scroll in Windows 8.1?

With a USB mouse, this is perfectly done in the registry by setting the value 1 in the flipflopwheel
parameter. But with a PS / 2 mouse, this no longer works (all the flipflopwheel values ​​found in the registry have been changed) I
used a couple of programs - but they only invert in Windows itself. It is necessary to run any application - it does not work.
I will be glad to advice or programs that will cope with this task. Thank you! :)

Flip the mouse.
PS Windows licensed - knock on the sappot. No - buy a USB mouse (it's inexpensive) and don't worry.

I use the program for this: WizMouse - in addition to scroll inversion, this program also allows you to scroll the inactive window that the cursor is currently pointing to (as is customary in OS X, Linux).
