What affects the ability to change the screen resolution?

What affects the ability to change the screen resolution? (in the settings, the ability to select a resolution is inactive)
Only the operation of the video card and the operating system? Or something else (settings in the BIOS, tired processor, motherboard, monitor itself) can affect this?
The monitor is connected to the connector of the video card, the video card in the fumarka above 80 is not heated, the firewood is updated and re-updated, the video card is detected correctly in the device manager.
Windows 8.1
GeForce 760

If the native resolution is not listed, then there are the following options:
Something broke in the drivers, because of which only the standard VGA driver starts.
The data lines in the cable are broken or damaged, through which the EDID is read from the monitor.
In the monitor itself, the chip that stores the EDID information is damaged.
This program will show the EDID from the monitor and from the registry.

I had a similar problem for a long time. The solution was to change the settings in the NVIDIA control panel.
