How to interact with a UI/UX designer?

Sorry for such a stupid question at first glance. I will describe the essence of the problem
I have an idea for my cross-platform application. I already found a UI/UX designer on behance/dribble and I want him to make a project.
How and most importantly in what format should I convey my business requirements to him?
1. Should it be a Word document that describes the basic rules for working with all the functions and features in which I see my application as the owner of the application?
2. Or should it be a simple mockup ui that I will make by hand on Sketch / Figma and give it to him so that he is aware of all the moments of the transition through the buttons and so on?
In the first case, I'm afraid that he may not guess with the general view and the whole project may be so terrible that everything will have to be redone.
In the second, I don't want to kill his creativity as a ui/ux designer that can give an app an exceptional design and feel.
Help me to understand. Thanks

The best answer has already been to ask the designer himself - he himself should tell you how it is more convenient for him to communicate.
Someone rushes from already drawn layouts, they say take it and do it. Someone (for example, me) likes the description of the functional, common reference points - otherwise, freedom. And someone likes a clear TK with a description of the action of each button.
Chat with a designer. He is not your enemy, but a business partner and employee.

If "from the lantern", try to delete all database files, it often helps
