How to integrate a form in layout with Bitrix 24?

Good day to all.
Help please, knowledgeable people.
Here I have a layout with a form. It is required from me that the completed form flies to some leads in the appropriate fields. I was provided some kind of webkuh and user id for this hook.
And they also write what you need to send the form data to B24 using the API and create a lead there.
Who knows, please explain - what are leads, webhook, and how this business can be implemented with only a form in the layout.
I just don't understand what is required of me. Does the layout need to be loaded somewhere, or is it some kind of code in JS. At least some useful information. The head is already round. Thanks

Bitrix24 has CRM. Applications should fall into it, this is called a lead there.
The easiest way is to create this form in Bitrix24 itself. There is a CRM form builder. There is also the possibility to throw your css to this form and add UTM tags, there are hidden and connected fields.
There is, of course, a REST API that allows you to write data directly to CRM. There are also web hooks. But it will look like scratching your left ear with your right foot from behind.
