Plugins are actually created for the self-hosted version, for the WordPress engine itself. This is when you buy a domain, hosting, download WordPress itself from . org , install, configure, and then include any plugins you need.
WordPress. com is a service, a blog farm. Like a chick, only much bigger. There is no way to install anything there.
For security reasons, wordpress.com does not allow you to upload your own plugins - you already have a couple of plugins like Akismet installed, and more is not given. However, for WP Enterprise (paid plan) a plugin store is available - https://vip.wordpress.com/plugins/
