There was a need to put on the server. The question about hosts and add new site is clear. You can also copy files. And what to do with the database? Create CREATE DATABASE 'database'and some sort of users or how? Or is it possible to create a database somehow through the panel?

Create a new site in a web environment. In the process, you will have the opportunity to set all accesses to the database yourself.
Even if you do not manually set access to the database, after creating the site in the site folder, you can open the file /home/bitrix/ext_www/<your domain>/bitrix/php_interface/dbconn.php and find all the database access you need in it.
