How to install Windows Server without a floppy drive and flash drive?

Good afternoon, colleagues.
Tell a newbie, please, how to solve the following problem.
I want to download Windows Server 2016 r2 for self-development and install it on a decommissioned but still working server. It will be experimental and test for me. However, the sidiroms are already in the past and there is not even a single one, the image of Winda is more than 32G. HOW can I install an OS on a server? What other ways are there?

Raise the PXE bootloader. Google on the topic: "Installing Windows over a network." There should be results: Windows Deployment Services, Windows ADK, MDT, etc.
Although I don’t understand why there is no flash drive, is it really such an ancient server?

It is easier (than PXE) to boot directly from an ISO image, all modern bootloaders, including grub2, support this, but the ISO image must be placed on a separate disk partition so that it is not killed when reformatting the boot partition.
Or you can partition the disk (by connecting to another computer or using a LiveCD of any of the Linux distributions), format one of the partitions in FAT32 or extFAT, mark it as bootable, copy the installation files into it and boot from this partition.

I will vote for WDS.
WDS unfolds in two minutes Next-Next-Next.
On the DHTsP area, the parameter for PXE needs to be configured.
Everything is clear and simple for a Windows administrator.
Images can be added directly from Windows ISO images.
It will be possible to put any, starting with 7-ki.
Only the network needs a fast one, it would be good to have gigabit and more, otherwise it will be sad.

To be honest, I don't understand anything, but why are you writing "pseudo-code"? The syntax arr[0][1]is not pseudocode, it's perfectly valid. Doesn't he solve the problem?
Also, it's not clear how you want to transpose the matrix without using cycles? native Python lists do not have such a feature. There are such functions for arrays in numpy.
