How to install sipsimple?

I'm trying to install sipsimple on ubuntu 19.04.
I do according to the instructions ( https://sipsimpleclient.org/installation/) I enter
sudo apt-get install python-sipsimple
But it says "E: Unable to locate package python-sipsimple"
The same thing on the Debian system.
I also tried to install according to the instructions from the answer in this question , all commands were successfully completed, but the answer is the same - "E: Unable to locate package python-sipsimple"
How else can I install?
