How to install PHP 7 on Windows 7?

I can't figure out how to install PHP 7 on Windows 7 + Apache 2. There are installation manuals on the net, but they differ everywhere and are very similar to dancing with tambourines. Each of them has a stage where you need to make changes in Apache/httpd.conf. After making the change, apache itself simply does not start until you remove the uppercase lines.

It is better to install OpenServer or XAMPP and not suffer.
