Help me figure out what I'm doing wrong... You need to install Phalcon on OpenServer or XAMPP. My actions:
Downloaded and installed 2 webservers (both - the latest release versions). I downloaded the Falcon archive https://github.com/phalcon/cphalcon/releases/tag/v4.0.6 and copied the php_phalcon.dll file to the ext folders in both programs. Added extension=php_phalcon.dll lines to php.ini, rebooted and nothing when checking phpinfo(); falcon is not displayed. Versions of all files for x64.
Where did I take a wrong turn?

The answer was in front of our noses, it was necessary to add the PSR extension from PECL. Namely, copy the file php_psr.dll to ext and add a line to php.ini
