How to install OS X if it asks for AppleID?

2008 MacBook Air requires OS X, was bought used in the states seven years ago. Since then, there has been a native OS, but now it is wildly slow and clogged with unnecessary software. When trying to reinstall OS X, it asks for an AppleID, so no one knows it.
