How to install Oracle Forms and Reports?

Tell me how to properly install Oracle Forms & Reports on Windows 7 so that everything works. Nowhere did I find a normal intelligible description in Russian. I downloaded Oracle Forms itself, immediately after starting the installation, it knocks out the Java machine, downloaded another version, it requires something to be installed additionally, does not see any files. Everything on the Oracle website is in English, nothing is really clear.
