How to install ntpd on Dedian 10?

Hello colleagues.
I often asked questions ....
It was necessary to install the ntpd server on Debian 10. It would seem, what could be easier? But no. Not so simple.
ntpd is in the dependencies of ANOTHER package not from the standard rep.

apt update
apt install ntp

And the errors went that Failed to start Network Time Service.
"systemd..." I thought.
"Yes it's me." thought systemd
systemctl status systemd-timesyncd.service
Aha. Works! But we'll fix it.
systemctl stop  systemd-timesyncd.service
systemctl disable systemd-timesyncd.service

Did I say we can fix it? systemd-timesyncd is now dead and won't come back to life without help. It is possible to put ntp...
But it wasn't there! The error hasn't changed. ntpd refuses to start. The log and logs do not say anything about the reason causing the ashypka.
Googling "debian 10 install ntp" turned up nothing. Either it is installed and working for everyone at once, or it is enough to cut off systemd-timesyncd ..
How I love errors that simply exist, but the system does not inform about the cause of the occurrence. Like, for example, the refusal to start apache. Why does not want - not a word. It turned out that it will not start if there is no /var/tmp/. Why, in general, to inform about the causes of ashipka? Waste of time!
Who can faced similar inadequate behavior of ntp?
