What the hell, you ask? Does net framework 3.5 require net framework 3.5 to install? Why did I download the full 250mb offline installer? Explain someone

Insert your Windows 10 installation disc or mount the ISO. Run 'cmd' as administrator and enter the command:
(replace "DriveLetter" with the letter of your installation drive or virtual drive)
