I'm trying to create my own image of Windows 7 to install it on a virtual machine (otherwise the cost of one processor for Windows Server 2016 is 20 bucks, and I need at least 8 such processors in a machine). So I want to save money by installing my windows 7 image for free. But when creating the image, an error occurs: I create a

tar archive without compression, then I pack it into gzip with the 7zip archiver

You can't, you're violating the Windows Server license agreement (you can't use regular licenses in the public cloud).
