Decision! hint000 showed that the versions in the errors are different from here I realized that reinstalling Windows (which is not an option) or manually deleting old versions will help. And so, what happened:
From C:\ProgramData\Package Cache deleted everything that was.
then reboot the computer.
then cleaning the registry of garbage and reboot again.
And I also ran the utility from Windows MicrosoftProgram_Install_and_Uninstall.meta,
as it were, troubleshooting / emergency deletion of installations. Reboot again just in case and that's it! Reinstalled the necessary packages without errors!!!
